that’s exactly what my cat did when she was in labor, meow for hours. but i dont know about the coughing part. I would call a vet for that one.
but here are some indicators that labour is imminent:
The mammary glands increase in size during the last week of gestation.
Around two days before the queen gives birth she will start producing milk.
She may start nesting.
A day or two before birth, her temperature drops to 99F.
Change in behaviour. During the last week or so your queen may become either reclusive & seek out a secluded place or she may become more affectionate, especially if she is particularly bonded to one carer.
Restlessness & pacing.
Frequent trips to the nest.
Licking at the genitalia frequently.

She may be going into labor, but if I were you, I would get her to the vet to be checked. Make sure that you schedule an appointment for her to be spayed after the kittens are born too.
She’s probably not eating much either I bet. She sounds like she’s REALLY close to giving birth. Today maybe. Or tomorrow. Cats can get mean and they cry a lot when they’re close to birth. Make sure you don’t bother her. Cats like to be left alone usually when giving birth. They’re very protective of their young. Make sure you have a room where she can be by herself. Food & water a must even if she’s not drinking or eating much. Put some soft blankets in the room. Don’t be surprised if she doesn’t use the area you prepare for her. Pregnant cats will give birth where they feel safest.
But she should definitely have her own room where it’s nice & quiet.

She sounds like she is in pain and may be having trouble with her labor. Call your vet now to describe the situation and see if they want her to come in. If she is acting very stressed and/or the coughing is very frequent or non-stop, she needs to be seen by the vet. Her breathing is already compromised because of the pregnancy, so if she looks like she is having trouble breathing, eating or drinking, take her to the vet asap.
You would too if you were about to squeeze out a bunch of kittens!
Since shes whinig she might be in pain so you cant ignore it
you should take her to the vet before something happens.
She may be getting ready to deliver, but to put your mind at ease, just call the vet and tell them her symptoms. They should know if those are signs of labor in felines.
Also let her find a place out of the way and leave her alone. They don’t like to be bothered when they are delivering

She might be getting ready to have them…but I don’t like that coughing..I would suggest calling the vet.
If you have a closet or a relatively quiet, somewhat dark and out-of-the-way corner, put a cardboard box in it (cut down to about 6 inched high, if you don’t have a cat bed). Put an old soft blanket or some old towels in it to make it comfy for her. Check to see if she is dilated. Pretty much just let her do what she wants, and nature will do the rest. Congratulations!
It sounds like she is very close to delivering, but I don’t like the sound of those other symptoms. She may have a kitten stuck in a breech position, or something. I definitely think you should call the vet, like right now! He or she may want you to bring the cat in for an exam. Don’t delay, your cat’s life may be in jeopardy.
Please, make the appointment to have her spayed after the kittens are weaned. Don’t make her go through this again. Good luck!
